Abstract

Demografia e statistica ufficiale prima della Repubblica

Questo contributo intende rispondere a due diversi interrogativi, relativi alla collocazione della demografia nel contesto culturale e politico dell’Italia liberale e fascista e al rapporto tra statistica e demografia nell’evoluzione del sistema delle statistiche ufficiali. Ad alcune considerazioni sul rapporto tra demografia e statistica ufficiale nell’Italia liberale segue, con riguardo al periodo tra le due guerre, una analisi delle maggiori intersezioni tra sviluppi scientifici, ideologici e politici; viene quindi illustrata l’evoluzione istituzionale, amministrativa e scientifica, della statistica e della demografia all’interno dell’Istat; infine si esaminano le caratteristiche della produzione e dell’analisi di dati demografici. La conclusione è intesa a mettere in luce i più importanti fattori che sembrano avere consentito il mantenimento di un approccio scientifico in un contesto potenzialmente distorsivo.

Population studies and official statistics in Italy before the Republic

This paper addresses two different questions, about the place of population studies in the cultural and political context of liberal and fascist Italy, and about the relationship between statistics and demography in the history of official statistics. On the one hand, it deals with matters such as the existence of an ‘Italian demographic school’ (distinguished for its social and biological populationism and for a catholic concept of family), the link between science and the primacy of nation and between scientific research and demographic policy; on the other hand, it investigates the causes for the hegemony or marginality of population studies inside official statistics in different periods.
The paper starts from the history of demography and official statistics in liberal Italy; it follows an analysis of major links among scientific, ideological and political developments in the interwar period; then an account of institutional, administrative and scientific developments inside Istat (the Italian Statistical Institute); finally, a description of the production and use of official data on population in fascist Italy. Conclusions highlight the elements which seem to have allowed the maintenance of a scientific approach in a potentially distorting context.
